Vancouver School Board censures Denike and Woo

The Vancouver School Board (VSB) voted Jan 16 to censure two trustees for comments they made "publicly misrepresenting the board's anti-homophobia policy." 

Board chair Patti Bacchus told Xtra the censure is a symbolic condemnation of the actions of Non-Partisan Association trustees Sophia Woo and Ken Denike.
 
One Grade 10 student took the condemnation a step further and asked for Denike and Woo’s resignations.
 
“I don’t want a trustee on my school board who is unwilling to protect every student,” Sarah Bercic, 15, told the board, stressing the importance of maintaining a policy that specifically addresses homophobia. “In fact, I don’t want someone on my school board that behaves like a bully themselves.”

“I would like to go on record requesting that trustees Woo and Denike resign immediately and leave their seats open for trustees that actually deserve to be there,” she said.

The censure motion came from COPE trustee Allan Wong, who also asked the board to reaffirm its support for its anti-homophobia policy. The VSB takes the policy seriously and is committed to keeping students safe, he said. 
 
The board must act immediately to address Denike and Woo’s actions to ensure they don’t undermine the public’s belief in the policy, Wong added.
 
Denike and Woo made headlines in December when they appeared in a fundraising video posted by an American anti-gay-marriage group to discuss their concerns about Out in Schools, a local anti-homophobia program. 
 
A second video posted to YouTube on Aug 20 surfaced a day later, showing Denike and Woo urging people at a Christian Social Concern Fellowship (CSCF) picnic to vote for them if they want to block the implementation of anti-homophobia policy in Vancouver.
 
Burnaby, which passed anti-homophobia policy last year, is “a lot worse” than Vancouver, Woo told the gathering three months before last November’s municipal elections. 
 
Asked at the CSCF picnic if Vancouver had passed its own anti-homophobia policy, Woo replied on camera, “Not yet.”
 
Denike told the picnic that Vancouver has only a general anti-discrimination policy — "not specifically protecting one group." 
 
The VSB passed its anti-homophobia policy in 2004.

The first video for the Marriage Anti-Defamation Alliance was bad enough, Bacchus told Xtra in December; the second video is equally appalling.

"I was stunned," she said. "I didn't believe what I was seeing and hearing in that."

Denike and Woo were fear-mongering, Bacchus said. "Trustee Ken Denike knows that policy has been in place for seven years," she added.
 
Denike said the motion to censure him and Woo was “completely out of line. You pop it onto us,” he said, claiming the motion was outside the board’s bylaws.

Bacchus said the chair can allow motions on emerging issues. She described Wong’s motion as important, given the “unrest and concern” the videos have caused.
 
Vision Vancouver trustee Cherie Payne accused Denike and Woo of “stoking fear and promoting hate.” She wondered if they were trying to leverage votes out of the CSCF.
 
“Promoting hate is the opposite of Christianity,” she said.
 
Denike denied the allegations.
 
“I have never been accused of racism, sexism and homophobia,” he said. “These are political slurs, plain and simple.”
 
Denike said his intention was to ensure that parents get a choice in what their children are exposed to in schools. He noted that parents can remove their children from personal health classes as long as the curriculum aims are fulfilled elsewhere.
 
He called the censure and accusations “scurrilous.”
 
NPA trustee Fraser Ballantyne backed up Denike. He said there “may have been some misrepresentation, but to take it to censure is above and beyond.”
 
Vision Vancouver trustee Mike Lombardi disagreed. He described Denike and Woo’s actions as “unbecoming a school trustee.”

“The VSB stands squarely behind this important public policy,” Lombardi said.
 
Woo said little throughout the debate and question period but eventually said she supports anti-bullying and anti-homophobia policies as long as there is oversight for age-appropriate materials and parents are kept informed.
 
Gay education activist Ryan Clayton requested several apologies from Denike and Woo, including one for the Christian Social Concern Fellowship. “I believe that group was misinformed,” he said.
 
The meeting was heated, with lots of yelling, heckling, boos and cheers from the packed room of about 100 people. 
 
Members of Parents’ Voice, which opposed the passage of Burnaby’s anti-homophobia policy, attended the Vancouver meeting, as did conservative activist Kari Simpson, who lives in Langley. 
 
Some of the parents took issue with the ongoing inclusion of Out in Schools material in the district, asking the board about oversight and funding for the anti-homophobia program.
 
Bacchus reaffirmed the board’s support for Out in Schools.
 
In a news release issued prior to the VSB meeting, Simpson’s Culture Guard group said that if the board didn’t immediately prohibit the Out in Schools program, she would “file a complaint with the BC Human Rights Tribunal because the program incites hatred and contempt for anyone who doesn’t parrot homosexist propaganda.”
 
Simpson told Xtra after the meeting that she would like to meet with the VSB to discuss the issue. She said if she does not hear from the board by next week, she will file the complaint.

Kudos to the Vancouver School Board
I'd like to thank COPE Trustee Allan Wong, and Vision Trustee Cherie Payne for moving this important motion, and putting to rest any doubts the community might have had about where this Board stands. The fear and hate that was demonstrated by those opposed to the Board's anti-homophobia work last night proved importance of the motion of affirmation of policy and censure. This is the ugly face of what trustees Denike and Woo sowed and if they had any conscience they would be ashamed and resign.

The bullied has become the bully
Apparently demanding people who may disagree with you in some area to be fired is considered tolerant and acceptable. Perfect example of the Pot calling the kettle black. Let's force every school trustee to embrace everything we believe in or else. They are not allowed to disagree with anything we say or want to teach period, not only that, every single child must also be forced (bullied and intimidated) into listening and accepting absolutely everything our group advocates. The gay community is attempting to lock the rest of society up in a closet. Open curriculum discussion is now treated as hate. The community wants nothing less than carte blanche to teach anything to other people's children without any open discussion. Why not just by a roll of duct tape and tape the mouths of anyone you disagree with shut.

Democracy doesn't benifit from hysteria
To Ms or Mr Ego: what are you talking about? The trustees were appropriately censured for lying in public and misusing their authority to spread misinformation. We can't make decisions without facts and we expect our public servants to honour the truth. The person who demanded they be fired is a 15 year-old student who was reasonably upset. I didn't hear anything about "the gay community" forcing anything, but I did hear a lot about the homophobic community yelling, calling board trustees "fascist" and generally disrupting the free and fair airing of views.

I am sick and tired of Kari Simpson bullying gay kids and now coming into Vancouver with her partner Ron Gray to intimidate our Trustees. It is time our community to fight back.

Shamefull!!
What shameful actions! To say we live in a free Canadian society is almost a farce. These actions are typical of China, Iran etc… To censor people because their beliefs are not in line with others - A slippery slope indeed. Were their actions misleading? I would say yes, however those actions should be addressed as a separate issue. The minute you start playing with human rights, with conventions, with civil liberties, in order to say that you're doing it to protect yourself and others, you are going against those rights and conventions, you are no better than the person who doesn't believe in them at all. Thankfully my children attend private school.

You are free to be prejudice, hateful and homophobic all you want in Canada or as you or this Simpson woman would call it practice your "beliefs", so don't worry. Perhaps you practice your "beliefs" at home with your kids and it continues on to the private school, very sad. Burnaby residents have spoken about this and other issues as recently as two months ago in the civic elections. Everyone on the board was returned by an overwhelming vote. We call that democracy. People like you and Kari aren't okay with that apparently and feel that your "beliefs" should trump that vote and everything else. Pathetic.

Dave – you certainly are no Sherlock Holmes and apparently can’t read. You have no idea what beliefs or practices take place in my home or in said school. In no way shape or form do I condone the two trustee’s misrepresentation of the facts. In fact my company is one of the largest providers for Pride activities here in Calgary. Amazing to see that you came to your conclusion from my previous post and shows me just how close minded you really are. You don’t want open free discussion, your own ignorance has left you blind.

I wish there was a profit involved but my brother is gay as gay can be, so it's non profit. As for the beliefs of the two trustees, I think we can make safe assumptions that those specific actions based on the video's, there not huge proponents of homosexuality. Your to busy waving your look at me I'm gay, your a hater, racsit, bla...bla flag to even have a normal decent exchange.

Missing the Point
Denike and Woo in the first instance used School Board property on VSB time to promote their personal agenda. That would be contrary to the ethical guidelines of any level of government. In the second instance, at a private event they used their public position to give authority to their personal statements. Because they were speaking as VSB members, when they mis-represented VSB policies for potential political gain, they are rightly being censured for misbehavior as puplic representative. And Rob in Calgary, this is not censorship, they are welcome to have their own opinions on their own time as long as they do not use public property to do so.

Dave and Tim, Some good points - Thanks! I agree with you Dave and mentioned that in an earlier post. They should be reprimanded for those actions. If were going to censure public representatives for stating personal opinions, while on public property, then I can only imagine the list is going to be very, very long.
