Ford votes alone against funding for HIV/AIDS programs

Once again, Mayor Rob Ford was the lone member on city council to vote against grant money earmarked for HIV/AIDS-related programs.

The grant was even supported by rightwing councillors Doug Ford, Doug Holyday and Michael Thompson.

But not the mayor. In a stunning 37 to one vote at the very end of the day on July 13, Ford said no to budgeted funding for the AIDS Prevention Community Investment Program (APCIP), a program that reaches more than 250,000 people through outreach and workshops.

Councillors who were absent from the vote include Paul Ainslie, Maria Augimeri, Josh Colle, Gary Crawford, Glenn De Baeremaeker, Giorgio Mammoliti and Karen Stintz.

The APCIP allocation was for $1,679,000, to be used between July 1, 2011, and June 30, 2012.
Mayor Rob Ford was again the only vote against funding for HIV/AIDS-related programs.

The funding pays for outreach workers and funds projects at several vital community organizations, including at the 519 Church Street Community Centre, Action Positive, Africans in Partnership Against AIDS, the AIDS Committee of Toronto, the Alliance of South Asian AIDS Prevention, the Black Coalition for AIDS Prevention, Central Toronto Community Health Centers, Fife House, the Hassle Free Clinic, Native Child and Family Services, Youthlink and Schools Without Borders, to name a few.

Black CAP’s chair, Angela Robertson, tells Xtra that the grants support a community of people who are often marginalized and face tremendous stigma and discrimination.

“The kinds of services that the mayor has voted against are part of invisible yet essential services in our communities,” she says. “We need the support of the city for prevention work that these grants support. It’s incomprehensible why the mayor would vote against these kinds of supports. But it’s heartening to know that these grants were approved.”

The projects target gay and bisexual men, injection drug users, women and men from countries where HIV is endemic, people living with HIV/AIDS, gay youth, trans populations, at-risk youth, sex workers and incarcerated men and women.

There is no financial impact beyond what has been approved in the city’s 2011 approved operating budget, the city report states.

The vote capped two days at council that saw Ford vote against six other community development grants programs that improve the lives of the city’s seniors, immigrants, the poor and the disabled. The community development and recreation committee recommended that the city give 259 groups a total of $7.2 million. Some of the groups include Etobicoke Services for Seniors, Cabbagetown Youth Centre, the New Canadian Community Centre and Variety Village.

The mayor was defeated 43 to one when he tried to halt funding for Access Equity and Human Rights, the Community Recreation Investment Program, the Community Safety Investment Program, and Community Festivals and Special Events Investment Program.

Much like his days as a city councillor, Ford made a point of telling city council he opposes them all. Ultimately, all the grants passed.

If he had got his way, the move would have further affected marginalized black communities that are targeted through outreach, Black CAP’s Michael Went points out.

“That’s funding that helps marginalized black communities. After the vote, he then goes out to celebrate the launch of Caribana.”

It’s not the first time Ford has voted against funding earmarked for HIV prevention strategies. In February, the mayor was the only member of council to vote against accepting $100,000 from the provincial government to establish screening programs for syphilis and HIV.

Ford has consistently voted against the APCIP every year since 2006.

I've noticed several comments from you over the past several maonths referring to, from what I gather, you losing parental rights because you're gay, is that correct? I've checked out your FB page too but couldn't figure out anything else. I understand you are very angry and frustrated but your posts seem to be more about venting your anger than explaining what is happening to you. I for one am interested in what your story is and what is happening to you and would appreciate it if you could put your anger aside long enough to explain your situation. I know you referenced a couple of court cases and provided the file names but I wouldn't even know where to begin to look up such information or of its even available online. But please, set your anger aside for a little while and explain to us what is happening to you and what your situation is. I for one would appreciate knowing more about your story and I imagine many others would too. Perhaps if we were able to understand your story more clearly some of us may be able to provide assistance of some sort as well.

Leave Rob Ford alone, he has a responsibility to eliminate the Huge Toronto Debt. Millions of dollars have been donated to minorities in this city Unprecently. There are no shaortage of important causes. I resent people calling Ford a Homophobe because he doesn't want to Fund a Parade. Then you curse him for wanting to cut outreach information. Anyone can volunteer to educate people of Hiv, he is not in the Mayoral role to create a job gay people would love to go to. He is damened if he does, or doesn't. Stop whining, and playing victims. U.S has more philanthropy from the private sector, and volunteerism because they hold the city mostly responsible for raising $ for the causes.

Firstly, wanting to cut funding for outreach and wanting to cut funding for the parade are two actions that certainly don't stand in contrast to one another, as you seem to be suggesting (although it's hard to actually glean something cohesive from what you've written). Secondly, the city doesn't "donate money to minorities". The city governs. Or, rather, the municipal government does. Or should. And that involves taking care of ALL of its citizens. Thirdly, Rob Ford did not inherit a "Huge Toronto Debt". He inherited a surplus over last year's budget, which he proceeded to squander. He then created a $700 million + shortfall by cutting revenue (despite his claims that Toronto has a "spending problem, not a revenue problem"). Now, his own consultants have confirmed that there is, in fact, NO "GRAVY" to be found in the city's budget. And sheep like you keep bleating.

Your not completely correct, I wouldn't recommend politics for you, but if you are so 'right', why don't you go into politics. Who did you vote for mayor? The gay community acts like it is victims, and constantly 'parades' there minority status when they want $ from the municipalities, at the same time as making fun, and spitting on the very leaders they want approval for. If I was Ford, I would not have gone to the parade either, to be criticized for his personal point of view. He governs over all citizens but, he has a vote, and is standing behind his convictions. The embarrassment of Toronto
It's unlikely Ford will ever finish his term as Mayor. He is morbidly obese, under a lot of stress and apparently drinks. He would have liver failure due to obesity and be a prime candidate for diabetes, high cholesterol, massively high blood pressure and heart failure. There is no chance his blood work is normal. He is much closer to 400 pounds of fun than the 300 pounds he claims. He would likely have to be buried in a piano crate.

Bottom line folks, the municipal government has the most direct impact on its citizens of all 3 levels of government. When you start slashing community programs at this level you will start to see a rise in crime, pollution & all sorts of other issues. The response by a shortsighted mayor such as Ford is usually overreactions such as to add to the police budget - which does nothing to solve the problem. Ford's behaviour is the start of a vicious cycle that will impact ALL of us. That includes you Philip... and you James - sorry - DR. James. btw Philip - Canadian cities are required by law to pass a balanced budget. There was never a budget shortfall under Mayor Miller. Miller left with a $274 million surplus. The shortfall (aka "gravy") that Ford continues to pound home is merely an estimate based on projected future expenses. Each department submits the amount they would like in the next budget and the city has to work at trimming the fat to bring in a balanced budget which is then passed. The last budget that Miller passed was originally projected to be an $800 million shortfall. In the end he left with the above surplus. And puh-leeze... would everyone else can it with the cursing and emotional reactions and indulge in a civilized debate?! You're not painting a very rosy picture of the alternative to a Ford city!

@Dr.James. I also have a Ph.D. and I've come to realize that “intellectual” does not necessarily mean “intelligent” nor compassionate.
