Mammoliti will try to yank Pride Toronto's funding retroactively

UPDATE JUNE 25, 11:35AM By Matt Mills – City councillor Giorgio Mammoliti will move that the City of Toronto yank its funding for Pride Toronto retroactively and refuse to fund Pride in the future, he announced today. City council meets next on July 6, two days after Pride Toronto's events conclude. Mayoral candidates Rob Ford and Rocco Rossi support Mammoliti's motion. From Mammoliti's notice of motion:

Recommendations:

1.    That City Council directs the City Clerk to advise the Pride organizers that the City of Toronto’s 2010 funding and support be revoked and returned retroactively to the City because Pride did not invoke the City of Toronto’s anti-discriminating policies by allowing Queers Against Israeli Apartheid to participate in this year’s Pride Parade.
2.    The City of Toronto rejects all future applications for Pride for funding and support.



Xtra asked Mammoliti if he was prepared to move that the city finally determine clearly whether or not QuAIA's presence in the Pride parade violates the city's anti-discrimination policy. But he dodged the question twice, saying at one point that city staff told council that QuAIA's presence is a violation of the policy. Ceta Ramkhalawansingh, manager of diversity management for the City of Toronto, told Xtra subsequently that the city has made no determination about whether QuAIA violates the policy.

“It’s up to Pride to have policies and procedures in place,” says Ramkhalawansingh. “Whether QuAIA participates or not is a Pride decision, not a city decision.” 

Mammoliti made the announcement at a press conference earlier today. Among those also on hand were Moshe Ronen of the Canada-Israel Committee, Bernie Farber of the Canadian Jewish Congress, gay lawyer Martin Gladstone, Avi Benlolo of the Friends of the Simon Wiesenthal Center, Rossi, Mammoliti and Ford.

Gladstone urged people to press Pride Toronto's sponsors in an effort to get Queers Against Israeli Apartheid pulled out of the parade.

Also at the press conference was Justine Apple, executive director of Kulanu. Kulanu is an association of Jewish gay and lesbian people that has also had a Pride parade contingent for years. Apple condemned the reversal of the ban but said her group would still be marching and encouraged members of the Jewish community to join her contingent. Apple also read aloud mayoral candidate George Smitherman's statment on the matter (read it below).

BY MARCUS MCCANN - As early Pride festivities get underway tonight at Woody’s on Church St, the reaction to Pride Toronto’s decision to reverse its ban on the term "Israeli apartheid" is gathering heat.

National Post favoured the ban, so it’s not surprising that it opposed the reversal. But it may have gone one step too far when it paired letters about PT’s choice with a heart-wrenching picture of the execution of two young gay men in Iran.

The Globe and Mail (getting more and more Post-like under new editor John Stackhouse) gave us Judith Timson’s “Gay pride shoots itself in the stiletto on 'Israeli apartheid' march.” Her piece seems more concerned with what straight people will think than how gay ones feel about their own march. Pride gave in to the gay lobby? Give me a break.

And then, of course, it’s an election year. Mayoral candidate Rocco Rossi also condemned PT's principled stand against censorship, issuing a press release under the tourqued headline Rossi Assails Pride Reversal. The third-or-fourth place candidate has a big political machine, but so far has failed to get traction with voters. Perhaps it’s no surprise he’s using the overblown language of hate speech to describe Queers Against Israeli Apartheid (QuAIA).

Mayoral candidate Sarah Thomson agrees with Rossi, and Rob Ford is on board too. Ford  — who never met a gay cause he wanted to fund —says Pride Toronto’s decision is “disgusting.” Forgive me if I disagree.

Xtra tried to get in touch with Giorgio Mammoliti, the city councillor and mayoral longshot who put forward a city motion to de-fund PT if QuAIA marched. Radio silence so far.
 
George Smitherman offered a bit of a seesaw statement:

"I have been a longstanding supporter of Pride – and all that it represents as a powerful symbol of unity, inclusiveness and diversity. I find it entirely objectionable that the parade is being hijacked and threatened by a sideshow that has nothing to do with Pride itself. Unfortunately there are still those in our city who would look for any reason to deny funding and support for Pride, and this only plays into their hands. I reject categorically the term 'Israeli Apartheid' – it is as odious a term as it is divisive. The unfortunate reality is the previous ban was not enforceable by a volunteer organization and the entire event was in jeopardy. Pride is too important an event to be hijacked. I will march in Pride - as I've done in each of the last 24 years - in solidarity with the LGBT community and in proud celebration of the progress Toronto's gay community has achieved."

As well, there’s a press conference responding to the decision scheduled for this morning by a coalition called the Organized Jewish Community. Martin Gladstone, Kulanu and the Canadian Jewish Congress will be there. We’ll see what they say, but I’m guessing it won’t be congratulatory.

It’s an assault on freedom of expression and the gay community as a whole. Needless to say, PT could use a little love. Consider sending a note of support. Or, even better, write to the mayoral candidates, The Globe and the Post to tell them how you feel.

Over the last couple of days, Pride Toronto executive director Tracey Sandilands has acted graciously. As many have pointed out, it’s difficult to admit you were wrong. Yesterday, Sandilands offered Proud FM a brief institutional mea culpa.

“Maybe the decisions we’ve made in the past weren’t the right ones,” she said on the station’s drive-home show.

Again, Sandilands reiterated her effusive thanks to lawyer Doug Elliott, pastor Brent Hawkes and 519 executive director Maura Lawless for providing a way out of the wilderness.

Well, sort of. I’m definitely eager to give a toast to those who helped PT come to its decision. The folks at the centre of the free-speech backlash are too modest to say it themselves, but they — and the hordes of us behind them — are the ones who deserve our thanks.

One of my favourite progressives, Sherry Wolfe, put it this way:

“What we do as social justice activists will be decisive in terms of determining what policy is. And then it's these insiders that later on play this game of codifying it and making the language acceptable to people,” she told me last year.

So yes, we have Elliott, Hawkes and Lawless — and the muckamucks at PT— to thank, but not for solving the problem. Rather, we have them to thank for taking the outrage on the streets and “codifying it.”

The community solved the problem. They codified it.

 

A huge community of inidividuals did the work.


Really, there are hundreds, if not thousands, of people we can thank for this decision. Some unsung heroes in this movement have been putting in 20, 30, 40 hours a week of volunteer work for a month.

Take, for example, Ray Helkio. He designed the “You belong (except you)” spoof ads that are floating around Facebook. A reluctant volunteer, he saw an injustice and made a contribution in his area of expertise and steadily took on more responsibilities as one long week spun into the next.

Helkio is an example of one who has more to do with PT’s reversal than Brent Hawkes.

And I mean, really? The folks who gave back their honours are so brave. Where was Hawkes, a former grand marshal, on that day? Where was Doug Elliott during the endless protest planning meetings? Oh yeah, he was actively crapping on the activism in his speech to the Law Society.

The only time I can think of when religious groups were united in Canada was in the fight against gay marriage. The gay community is being used as pawns in this debate and are being manipulated into chosing religous sides. All my friends are welcome at my dinner table, I only ask that you accept me for who I am. Canadian Jewish groups pride themselves on the rights of gays in Israel but where were Jewish lobby groups during the gay marriage debate in Canada? Silent. They don't want to piss off the Christian right by supporting gay rights in Canada. The Canadian Muslim Congress endorsed gay marriage but I don't see a campaign to expand gay rights in Muslim countries by the Canadian Muslim Congress. Religious groups have a patchy history of support for the gay community in Canada. It's best to protect freedom of expression in our liberal democracy, a right that the gay community has defended for much of our political history, than to choose a religious side and adopt the hatred found in the Middle East. Let's build a bridge in Canada between groups. This is not the Middle East. Who will defend the rights of the gay community in Canada? Religious groups? I don't think so.

I'm happy Pride reached a compromise with the anti-apartheid activists, but still feel that fucked-up Middle-East politics have no place in the parade.

Pride is being played like a pawn by two groups of lobbyists who continue to push their agenda at all costs.

Since when are religious groups interested in protecting gay rights? We know the history of religious groups and where your allegiances are regarding the gay community. This is Canada, not the Middle East. We don't want your hatred here. Canada is a liberal, secular democracy with citizenship for all and protection of the rights and freedoms under Charter of Rights and Freedoms for all citizens. I am Thankful for all city councillors that recognize that Israel is referred to as the Jewish State, all over the world. If you attack Israel, some of their policys you then call their citizens murders and oppressors for voting in a Goverment that wants to stop the terrorists attacks against their citizens.If you hate Israel, it's Goverment, you are in essence hating the millions of Jews world wide that support the right to live free of terrorist extremist living next door. Roy, Ithink Justine Apple has a ton of courage as a Queer minority to stand strong in her beliefs, publically as well as protect Queer Jews and any other faith that feels anti Israeli rhetoric reinforces fear and hatred against Jewish people everywhere. Shame on the Queer Jews that support Quaia , and cannot see , and remember how politics and protests were the same propaganda that targetted Jews as a race, religion and people through centuries. If you listen closely, my queer Jewish Brother and sisters, you'll hear it too. Don't sell out for the clients you are paid to serve, and your some colleagues that simply call Israels actions murderous. I am sure, you have more compassion towards Jewish people here and there that still experience anti semetism attittude in our cities today. My friend was friends with a Jewish supporter of Quaia, when asked was she comfortable declaring she was Jewish before she joined Quaia, she said "No". She is not the only one, the shame and fear from years of persecution for being born Jewish has been past down, and reinforced by the genocide only 60 years ago. To all my Jewish friends, be proud, just as you are proud to be out and queer.

Jamie, I think some of Israel's citizens and murdering racists. I don't think all are. I go on an individual basis you see, anything else, say justifying the attack on Gaza and the collective abuses of palestnians just because they are all palestinians, would be racist. See what I am getting at? Just because you are willing to hate an entire group of people because of whatever reason you think you have, doesn't mean the rest of us, and the world as a whole, do too. I didn't think every white South African was a racist, nor did I think every white citizen of a latin american country that has had terrorism was racist or murderers. I also don't think that all basque people are terrorists that deserve to be bombed just because there is a group of, to me, irrational -- because oppressed, they certainly aren't since Franco died, violent individuals. You and people who make those sweeping generalizations are the problem. But don't confuse us with you. We aren't like you. We don't think, and certainly the jewish members and supporters of QuAIA would agree, that all of Israel are racist murderers. And furthermore, I would go as far as to say that some of the racist murderers, or at least their kids, can be reformed.

As recently as 2005, Palestinian refugees were banned from taking up employment in 70 professions. Today, the number of restricted professions stands at 20 and includes senior medical, legal and engineering careers.
Palestinians cannot legally buy a house or apartment. Sounds like Apartheid to me. But wait, this is Lebanon we're talking about. Queers Against Lebanese Apartheid anyone? Oh the hypocrisy and downright mendcity.

Let's always keep at the forefront of our minds the basic facts about Pride Toronto and Queers Against Israeli Apartheid (QuAIA). The facts are simple and clear.

The two primary requirements for participation in Pride are to be:
(1.) part or supportive of the LGBT community; and,
(2.) law-abiding.

QuAIA [http://www.quaia.org] meets both of these requirements. Singling out one group that meets the requirements and then banning its lawful political speech is censorship [http://tinyurl.com/censordef2].

In Canada, freedom of expression -- including lawful political speech -- is constitutionally protected as a fundamental right. That right is a foundational pillar of any liberal democracy.

The very sad thing is that these jewish lobby groups portray Muslims as terrorists, and call 1.5 billion Muslims living on this earth terrosits, and criminals. This message is forced on to Canadian politicians, and public in general. We as Canadian Muslims pay alot of taxes as well, and want the politicians to hear our concerns. The fact is that 1.5 million people live in a concentration camp in Gaza, and Canadian Muslims, and the rest of Canadians with some dignity know that what is happening in Israel, and Gaza is a crime against humanity. Canadian politicians that do set with these apparthied supporting groups are also responsible for this sad saga. I've been a support of Pantalone based more on my impression of him than anything else, well that and his support for Transit City, as someone who lives in the inner suburbs of Toronto its a very important plan to improve transit for folks like me and its financially responsible. Anyways I was so pleased to see that he supports free speech at Pride, its made me confident I picked the right candidate to support and we are going to need support on the issue of free speech in coming years. I would encourage everyone to throw their support behind those who support free speech at Pride, vote for Pantalone!

Anti-semites crticize Israel because they hate all Jews but that doesn't mean that everyone who criticizes Israel hates all Jews, its like saying all white mean are mass murderers because several white men are mass murderers, its simply not true. It is more than possible to be critical of Israel without hating any Jews let alone all Jews, I'm very critical of the Canadian gov't yet I'm in no way anti-Canadian, same with the US gov't too. Surely you can tell the difference between criticism of Israel and anti-semitism, I've seen anti-semitic comments about Israel and they're extremely different from anything I've ever heard or read from QuAIA, you should check out their website and judge them according to who and what they are instead of judging them as if they were the same as the anti-semites who criticize Israel: http://queersagainstapartheid.org/ check out in particular their faq and judge it for what it is and you'll realize there's nothing anti-semitic about it.

It looks like this isn't over yet, we still will have to be vocal in our support for free expression and to write letters to the editor and to sponsors outlining the importance of free expression especially for legal political speech. I look forward to the city finally, hopefully at least, getting around to officially examining the issue of whether or not QuAIA violates the city's anti-discrimination code. I'm very confident they will find they don't as there has already been three independent legal opinions stating that QuAIA does not violate the code and none stating that it is does, much of the city's opposition to them is based on a staffer saying maybe they violate it. Since such determinations must be made on the reality of a particular group's messaging and not the unfounded claims of those opposed to them I don't see how they could come to any other conclusion. The sooner they officially examine the issue the better for everyone involved.

Groups calling for the destruction of Israel, wearing military garb, swastikas crossed out, and branding Israel an apartheid state (oh, did u mean just in Gaza? You don't say that in your signs) are not welcome in the parade whether they break any laws or violate any codes OR NOT. They create a poisonous environment, and have nothing to do with the celebration of gay pride. The City gives cultural grants to promote the healthy fabric of a multinational society. QuAIA's presence doesn't meet the criteria, simple as that.

There was no loss of life yesterday in Toronto in peaceful protests. That is typical in Canada. We have our Charter of Rights and Freedoms that protects all citizens. If you take the king's shilling, you wear the king's shield. Basically, if you want government money, the strings they put on it don't violate your free speech rights. Pay for it yourself, and you can say whatever you want. Get someone else to pay for it, and you have to accept the limitations that come with the money.

You should return all the money even if they don't demand it back. By agreeing to the ban in order to get the money, then reneging on your agreement, you stab the people who gave you the money in the back and make it impossible to trust you. The next time someone wants to give you money with conditions attached, they just won't give you the money because you have proven that you can't be trusted. This is because you (parade organizers) as individuals are dishonorable, not because you are gay, so I hope people will simply distrust you and not gays in general.
